At and t deferred income taxes

How does it work that at and t has more than 50 billion in deferred income tax liabilities. Is essentially the taxpayer giving them free 50 bill in debt on top of the more than 100 billion in actual debt they have which includes 750 million in gov debt to upgrade cell phone sites?
