Where can I find these people? Looking for some well-priced analysts. Seems like they are ~$20k - $30k a year which is great for a BI type of hire too.

But yes, I love paying less for good talent. Huge chunks of our team are overseas. They are just as smart as people in the US if not smarter, with better pricing and great English.
